What is the UK e-invoicing mandate?
The UK e-invoicing mandate requires VAT invoices between VAT-registered businesses, including public bodies, to be issued as structured e-invoices from 1 April 2029. HM Revenue and Customs and HM Treasury confirmed it at Budget 2025, and the October 2026 roadmap names Peppol as the core network that carries the invoices.

How UK e-invoicing will work
The UK chose a decentralised model: invoices travel between businesses through certified Peppol Access Points rather than through a central government platform that clears each one. The 2025 consultation, open from February to 7 May 2025, drew 342 responses, and the government's response confirmed the mandate for business-to-business and business-to-government VAT invoices. A PDF or Word invoice does not count as an e-invoice. The roadmap, published on 28 October 2026, sets the steps: primary legislation in Finance Bill 2026, expected to become law in spring 2027; a technical consultation on standards in spring 2027; final standards between October 2027 and April 2028; software provider requirements in spring 2028; readiness testing with software providers in summer 2028; and accreditation of software providers before 1 April 2029. Sales to consumers, cross-border transactions and non-VAT invoices are outside the mandate, and businesses that are not VAT-registered are not required to take part. Limited exemptions, including for digitally excluded people, are due by April 2028. Real-time digital reporting is not part of the 2029 start; a separate consultation on it runs to 20 January 2027. Xero already registers clients on the Peppol network and turns received e-invoices into draft bills.
Common questions
When does e-invoicing become mandatory in the UK?+
From 1 April 2029 for VAT invoices between VAT-registered businesses and public bodies. HM Revenue and Customs and HM Treasury announced the mandate at Budget 2025 and published the implementation roadmap on 28 October 2026.
Will UK e-invoicing use Peppol?+
Yes. The roadmap names Peppol as the UK's core interoperability framework, with invoices exchanged through certified Access Points and UK-specific Peppol requirements for software providers.
Who is exempt from UK e-invoicing?+
Sales to consumers, cross-border transactions and non-VAT invoices are outside the mandate, and businesses that are not VAT-registered do not have to adopt it. Further limited exemptions, including for digitally excluded people, are due by April 2028.
Does HMRC e-invoicing include real-time reporting?+
No. The 2029 mandate covers the exchange of e-invoices only. HM Revenue and Customs is consulting separately, until 20 January 2027, on whether to add digital reporting later.
