How UAE e-invoicing works

The UAE uses a decentralised five-corner model. The supplier (corner 1) sends invoice data to its Accredited Service Provider (corner 2), which validates it, converts it to the UAE XML standard, PINT AE, and delivers it to the buyer's provider (corner 3), which passes it to the buyer (corner 4). Both providers report tax data to the Federal Tax Authority (corner 5). Each business appoints one provider for both sending and receiving. A pilot and voluntary use started on 1 July 2026. Businesses with revenue of AED 50 million or more had to appoint a provider by 30 October 2026 and go live by 1 January 2027; businesses below that appoint one by 31 March 2027 and go live by 1 July 2027; government entities appoint by 31 March 2027 and go live by 1 October 2027. Sales to consumers are outside the scope. Sovereign government activities, airline passenger tickets and VAT-exempt financial services are excluded, and transactions within a VAT group have a 24-month grace period from 1 January 2027. The Ministry of Finance lists around 80 Accredited Service Providers, including Avalara and Fonoa.
