How payroll bureau software works
A bureau runs each client as a separate employer inside one system: it sets up pay elements, imports hours, runs payroll and files RTI submissions, often several clients in one batch. Most products also handle pension auto-enrolment, send payslips through an employee portal, and let clients review or approve a pay run before it is finalised. Pricing takes several forms: an annual licence covering unlimited clients (Moneysoft Payroll Manager from £190 plus VAT a year), a charge per client (Paiyroll, £1 per client a month with a £120 monthly minimum), plans by number of companies (FreshPay from £27.50 a month plus VAT for up to five), or a charge per payslip (Staffology Bureau).
