What is headcount planning?
Headcount planning is forecasting how many people a company will employ, in which roles, teams and locations, and when, together with the full cost of employing them: salary, taxes, benefits, bonuses and recruitment. People are usually the largest cost, so the headcount plan drives much of the budget and is updated as hiring moves ahead or falls behind.

How headcount planning works
The plan starts from the current employee list in the HR system: each person's role, team, location, salary and start date. Finance and department heads add planned hires with target start dates and leavers, and the model calculates monthly cost for each, including employer taxes, benefits and pay rises that differ by country. During the year the plan is compared with actual hires, open roles and the payroll ledger, so that delayed hiring shows up as an underspend that will not last and early hiring as a cost pressure. Plans are often run as scenarios, such as hiring faster or slower, to see the effect on cash and runway. FP&A platforms such as Pigment, Anaplan, Abacum and Aleph connect the plan to HR systems such as Personio and Rippling.

What is the difference between headcount planning and workforce planning?+
They overlap. Headcount planning usually means finance's forecast of numbers and costs. Workforce planning is broader HR work on the skills, roles and structure the business needs over time.
What is a fully loaded employee cost?+
Salary plus every cost of employing the person: employer taxes and social security, pension and benefits, bonuses, equipment and often an allocation of recruitment and office costs.
How often should a headcount plan be updated?+
Monthly at least, when actuals come in from payroll and the HR system. Fast-growing companies often track hiring weekly against the plan.
