What are spend controls?
Spend controls are the limits, rules and approvals a company applies before money is spent rather than after: card limits, blocked merchant categories, purchase requests approved in advance, budget caps by team or project, and approval rules for supplier invoices. They aim to stop unwanted spending at the point of purchase instead of finding it in expense reviews.

How spend controls work
Controls sit at three points. On cards, the platform declines transactions that break the rules: over the limit, outside allowed merchant categories, in the wrong country or after the card's expiry. On purchasing, an employee raises a request with the supplier, amount and budget, which is approved before a purchase order or card is issued; procurement tools also route larger or riskier purchases through legal and security review. On budgets, spending is checked against what is left for the team or project, with warnings or blocks as it runs out. Setting controls is a trade-off: too tight and staff wait for approvals or find ways round them; too loose and spending is only reviewed after the fact. What is the difference between spend controls and expense policy?+
An expense policy is the written rules. Spend controls are those rules built into cards and software so they apply automatically at the moment of spending, rather than being checked afterwards.
What is a merchant category block?+
A card rule that declines payments to merchants in chosen categories, such as gambling, cash withdrawals or personal services. Card networks assign each merchant a category code that the card platform checks.
Do spend controls replace approvals?+
They reduce them. Routine spending within limits goes through without approval, so approvers deal only with exceptions and larger purchases.
